You need to report ITP bugs against the wnpp pseudo-package. See http://www.debian.org/devel/wnpp/. Also, Carlos Laviola said he would package this in bug #115637. Please talk to him, especially as I remember there being some discussion about whether the licence on the Advanced Bash-Scripting Guide is free.
