That's easy. OpenOffice.org is a really huge package which an enourmous count (22) and size of binary and source package(s). Uploading a new version if we change only some documentation things, react to problems which need documenting in README.Debian or do bugfixes on the wrapper script would cause an enourmous mirror hit, which is easily avoided with this little package which can then be updated more often if it's necessary.
