Update: I needed this library for internal use, and therefore wrote packaging for it. The result is the branch 'debian' (well, also 'rpm') in:
https://git.tzafrir.org.il/cgit/php-cpp.git/ Both should build with git-buildpackage (-rpm). I did not attempt to push my changes to Stretch as the library is incompatible with PHP7 (At least so far.
