Here is an idea: a set of complementary packages utilizing dpkg diversions. I.e. apulse-firefox which would move firefox to firefox-orig and replace it with
#!/bin/sh exec apulse firefox-orig "$@" May be others. But firefox is the only app that demands pulseaudio.
