This is a status update. With the Stretch release, work is picking up on this ITP again.
I have send Nelson Beebe some files he requested for testing with the latest version of texinfo. I will be continuing to work with him on getting a new and improved man2texi into Debian that carries his approval. Thanks, Paul Hardy
