I don't think this package was ever in general use. It was only used in the process of doing upstream releases of the docbook-dsssl package (note: not a build dependency in Debian). If docbook-dsssl is removed (see #945145), so should this.
That said, there is nothing wrong with it, but I imagine in the Perl world there are countless other modules that have the same functionality.
