duniterpy uses poetry, which is not yet in Debian. Poetry has been waiting since december for ftpmaster approval. It might help to join the irc channel #debian-ftp on OFTC.net and ask nicely if possible to prioritize processing of poetry with the reason that it is needed for recent releases of silkaj.
