Not to be a total jerk, but wouldn't it be better to ask upstream maintainers of libdate-ical-perl to include this leapyear test in their source? It seems a bit useless having a complete library as a package in Debian which can only determine if a year is a leapyear. And if there are people who want to have this functionality, I believe Date::Calc is also capable of doing so, and much much more.
