Great, see also https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1039923 if you were not aware. There seems to be no patching needed to get the full scipoptsuite to build under sid (or even bullseye). I have not carefully examined what external software is embedded in the source. There seem to be a few things under papilo (presolver); I'm not sure if that is used by soplex or only by scip. d
