I intend to package ATIs binary XFree86 drivers in a manner similar to the nvidia-glx package (probably using it as a base) for Debian. I've talked to ATI about this, and they seem positive -- however, the package itself currently includes no license at all (ie. nothing that permits redistribution), and they had to check with legal to fix that. (It will of course have to go into non-free no matter what the license is, as the drivers are binary-only.)
