I made some investigation on the free duke3d implementations out there:

 - I digged into icculus.org's duke3d and discovered that it depends on
   Ken's Build engine, which is non-free. I contacted Ken and attempted
   to convince him to re-license, without much success.

 - Later I was pointed out that combining the GPLed legacy duke3d code with
   Ken's Build might be in violation of the GPL.

 - OTOH, openduke is based on OpenGL instead of Ken's Build, and is, FWICS,
   fully GPLed. I'll send a separate ITP for openduke and upload it soon
   (it's already packaged).

 - WRT icculus.org's duke3d, we should probably discuss in debian-legal to
   confirm it is in GPL violation, and inform its developers of the problem.

This ITP should be put on hold untill the GPL violation issue is cleared out.
