Hi, I'll package IP::Country as soon as possible. But maybe it won't be as ease as you thought. The Module itself is free, but the databases it uses aren't. So the package needs to be in the contrib section and download the databases not during the build-process, like the upstream author supposed, but during the installation like flashplugin-nonfree does for example.
