Yes, this happens when one doesn't file an ITP, sorry. I am upstream myself and thought it would be in Sid directly after the release. However, due to DebConf and some REJECTS, it got delayed. The package is in NEW again though and should go through this time. It is maintained by Debian/Ruby Extras team, in particular by me and Arnaud.
