The ledger source archive includes a LICENSE file, but individual source code files do not refer to it -- they have no copyright / licensing header whatsoever. The debian legal people feel that there should be such a header.
This is where matters stood at the 2.6 release. Just now I looked at the Subversion trunk, and it appears to have appropriate headers. Thus when 3.0 (or perhaps 2.6.1) is released, it should be possible to include it in Debian. Apologies for not updating this bug sooner. -- Trent W. Buck
