What you want instead is one source package creating 3 binary packages.
As such its only necessary to file one ITP for the source package.

Surely you don't want to create three different source packages libdmtx,libdmtx-dev and libdmtx-utils. While at it, please name the libdmtx binary package libdmtx0, to match the SONAME.
