I see that it's a so-called native package. Since your library is useful outside Debian, you should not put the debian/ directory inside the libhyphenate_1.1.0.tar.gz file. Rather, you have a libhyphenate_1.1.0.orig.tar.gz without the debian/ directory, you unpack it, add the debian/ directory, and change the version number in debian/changelog to 1.1.0-1.
