It is not. It has been released:

The latter is a no-go. There should be an own package for the 5.0 DB
series.

The main problem with the 5.0 package is, that the catalog for the DTDs
would have to go into /usr/share/xml/docbook/schema/dtd/ and there *IS*
already a catalog - the one of the 4.0 package. And that's a real
problem, which needs to be solved in a clean way and then DB 5 can be
packaged.
