You don't need to join Debian. Just create a new package and ask on the Debian mentors list (http://lists.debian.org/debian-mentors) for a sponsor, who will take a look at your package and upload it to the Debian archive for you. (You are still responsible for the package, get bug reports, etc. The sponsor will just act as your "proxy" to our archive.)
