We also attempted to wait for a statement from ftp-master about the iclusion of the h261 encoder in the ffmpeg packages. IIRC in the end we simply pushed it in the NEW queue and it got accepted -- without an explicit statement from ftp-master. Maybe we should proceed just like this with mjpegtools, i.e. prepare packages and upload them. If they get rejected we'll know why. If not, even better... ;)
