- reverted some case-only changes in HTML tags to make the diff smaller

Change local links to reflect that the Glossary now provides information

Correct reference to the Sponsor glossary entry to actually link to
newmaint#Sponsor (1.28)
Use $(HOME), $(DEVEL) and $(DOC) instead of relative paths (1.29)
