Re-add file to repo.
Sync with 1.69:
* Don't reference developers in the index; reference what the
documentation is about
* Document more precisely where control processing stops
* Fixes some html tags
* Link to the search cgi instead of google groups et al. for bug
searching
* Add back references to general search engines as they are probably
easier to use for a lot of people and as they are still valid
* Using a header as a link to another page is not a very good idea
* add missing </p>
