Correct quoting for zh-CN: Mainland China uses U+201C and U+201D.
Remove erroneous setting of <strong> of font-weight: 400 (not bolded)
Restore h1 to h4 to font-weight: bold
Initial draft of changing <em> to use Kai and serif font instead of
italics.
Currently commented out, pending further refinement and testing.
