Ah, this explains the confusion.  I take it this is just a transient
condition.  I think the matter should be addressed on the website;
surely it ought to answer a question as simple as "How do I install
Debian testing?", which is what I wanted answered.  How about adding
something like this to the Debian FAQ:

        2.x How do I install Debian testing or unstable?

        Up to the woody release (the current stable), Debian was installed
        by a mechanism known as "boot-floppies".  This mechanism is
        being retired, and replaced with the new "debian-installer",
        which is currently in development and not ready for public use.
        This temporarily leaves sarge (the current testing) and sid
        (unstable) without a publically-usable installer.

        To install one of these distributions, first install a
        minimal system based on the `stable' distribution.  Then edit
        /etc/apt/sources.list, changing "stable" to "testing" or
        "unstable".  Then run "apt-get update" and then "apt-get
        dist-upgrade" to upgrade to the release you want.
