Honestly, just an e-mail to the address which is listed in the record, and a response is good enough. Presumably they'll quote part of your mail, and their headers will have References: 12...@yabba.dabba.doo, which will indicate that they really did receive your mail. (And of course you could make the change, and then revert it later if the person complained; as crappy as CVS is, it's still a VCS after all.)
