Hi,

seems something is wrong with building Russian translation of Debian
Hamradio webpages. Validation log for Russian is:

But Russian index.wml has the same structure as English. Moreover, I cannot
build Russian translation locally without explicitely copying navbar.inc
from English. Therefore, I guess there's still an old version of
index.ru.html on the website (no new *fixed* builds of Russian index.wml).

So, how to handle navbar.inc? Should I just copy it, or copy-and-translate?
Will ordinary translation-check header be enough to catch changes in
English navbar.inc? Or Makefile should be somehow changed?
