Encoded URLs are not functionnal. For instance, http://wiki.debian.org/fr/UTF-8
is reachable, but http://wiki.debian.org/fr%2FUTF-8 gives the following error:

  Not Found
  
  The requested URL /fr/UTF-8 was not found on this server.

This causes problems with generated URLs, for instance ikiwiki's ‘debwiki’
shortcut.

The server is within its right to handle or refuse such URLs. If you 
or some software you are using constructs or manipulates URLs, then 
it has to be done correctly taking the server implementation and 
rules into account!

Thus most of the time it is not safe to manipulate URLs.

Closing as not a bug.
