I have done compiz 0.9.2.1 packaging and sources are on mentors.debian.net:

Those packages were tested only by me. Update from current versions in
unstable went smoothly. For some reason ccsm did not load gconf
configuration for my user, so be aware, I had to configure my settings
again.

I have also packaged a emerald 0.8.4 earlier:

but fixing it to work with compiz >= 0.9 was not successful. I patched
the code to be able to build it, but there are a issues with buttons
and text on title bar and window borders.

There are linitan warnings and infos, and most of them are related to
debian/copyright. I did not touch any debian/copyright file, but I
would suggest change to a DEP-5 format.

For some packages I looked at Ubuntu's work, but I did not port their
patches for configurations/options, just the one that are needed for
functionality.

I would kindly ask maintainers to review my work and I would be happy
if we see new compiz version in experimental soon.

I hope that this will help making this software more up-to-date in Debian.
