After testing, it behaves has you said, however by looking at the ouptut
of the following command: 
$ xset q

It appears that 'xset r' / 'xset -r' toggles a global flag:
"auto repeat:  on" / "auto repeat:  off"
While 'xset r 65' / 'xset -r 65' changes a bit in the 
"auto repeating keys" mapping.

So I guess this was the intended behavior, maybe the documentation is
not explicit enough.

So I will mark this bug as wontfix, or I can even close it what do you
think ?
