There's a new (arm) gallium driver in mesa 17 called etnaviv for Vivante GC* GPUs, notably used on the Wandboard (which is an officially supported board by debian: https://www.debian.org/releases/stable/armhf/ch02s01.html.en#armhf-armmp-supported-platforms ) Please consider enabling and shipping it!
