Couldn't it be possible to add locales police names (like [EMAIL PROTECTED]) 
from /etc/locale.alias and add the corresponding lines to 
/usr/lib/X11/locale/locale.alias.

If not, could you just detect whether locale is set to C, and otherwhise add a 
warning to debconf saying "please edit /usr/lib/X11/locale.alias to match your 
configuration"
