If you look at the package TODO you'll see that further overhaul of the X server debconfage is planned. It's not *quite* as simple as you describe, but it is true that by refactoring the logic of monitor configuration, we could kill more birds with that stone. I expect to be able to work on this in the post-sarge timeframe.
