It may have worked with xlibs, but not with any version of xkb-data.
You should write instead
  Section "InputDevice"
        Identifier      "Generic Keyboard"
        Driver          "kbd"
        Option          "XkbModel"    "powerbook"
        Option          "XkbLayout"   "pt"
        Option          "XkbOptions"  "ctrl:nocaps,lv3:lwin_switch" 
  EndSection
With these options, does your right Option key work as expected?
If not, what is it supposed to do?
