xserver-xfree86 is calling discover on configure. It is not able to report
sanely if discover does not find a device:

# dpkg-reconfigure xserver-xfree86
discover: Bus not found.

and it is using the wrong command line for discover. On my system the display 
adapter is found with

"discover -t display" and not "discover video":

# discover -t display
