Yuck. One thing we might want to do is install an empty xorg.conf by default. Since the codepaths for no xorg.conf and empty xorg.conf are slightly different, this might help us. If we can get a bug reporter to confirm that this solves the issue then it'd be a simple fix. It's also in line with where things need to go, since eventually no/empty xorg.conf needs to be just a special case for the partial-config setup.
