Sorry I was a bit confused. xfce4-settings uses garcon-1 library, not garcon- gtk3-1. The libgarcon-1-0 package includes both libgarcon-1-0 and libgarcon- gtk2-1 and that's the reason why it depends on both libxfce4ui-1 and gtk2. When libgarcon-gtk3 was introduced, we split it to a new package because it's indeed more reasonable, but we didn't move the libgarcon-1-gtk2 in a new package. In due time, we'll just stop building libgarcon-1-gtk2 (and thus remove the extra dependency), but there's no urgency. In any case, there's no bug in xfce4-settings. We can reassign to garcon to remember stopping building the gtk2 variant at one point, or just close it, up to you.
