I decided that I should probably test this for myself, and found that
Power Manager works as expected on my Trixie XFCE install even if I
reinstall light-locker (I removed it after XFCE 4.20 dropped it in
Testing and installed xfce4-screensaver).

On a Trixie live 13.1 boot, installling xfce4-screensaver and logging
out and logging back in results in Power Manager working as expected,
even if light-locker is still installed.

I'm not sure why some members at the Debian forum found this didn't
work. It looks like the task-xfce-desktop fix of adding the
xfce4-screensaver recommend resolves this, so the bug is now a minor
tidy-up in xfce4-sessions.
