Well, first of all it is lack of time. decibel is something which complements telepathy with some specific desktop use cases (e.g. startup, configuration, putting things together, etc).
There is a technical challenge in telepathy APIs changing constantly, this might be less nowadays though. Afaik telepathy work is mostly customer-driven, which doesn't really put work with the KDE community in the centre. In order to get decibel started again, I see the following steps: - I think decibel still uses tapioca => integrate with telepathy instead. In the meantime there are Qt4 bindings - update/add decent KDE integration to decibel (configuration dialogs, startup integration, kwallet, etc) - update/add desktop applets to show how it works and talk to other parts of the desktop on how to integrate decibel/telepathy. Another strategy might be to integrate kopete protocol implementations with decibel. Just an idea though.
