That's because the outgoing actions are defined in the global.cfg file.

You don't. In all the cases I've heard of, the outgoing actions are used
by whoever is in charge of the mail server, to help prevent it from being
abused. Typically, the people running the individual domains will not care
about the outgoing settings (since it won't have any effect on their level
of spam).
