It currently works by looking for a partial match.  That means that if you 
were to enter "192.168.212.", it would blacklist the entire Class C range 
of 192.168.212.0 through 192.168.212.255.

Note that you can not use any extra characters in there (no "*" or 
"/").  We may be adding CIDR support later, however, to make it more robust.
