Here is the reply I got from them:

"The original message was sent to the administrators of all domains that
we currently have members within. The message was sent as a pro-active
measure to introduce ourselves to the administrators of these systems in
the event that they currently or would in the future have questions on
who and what we are."

It sounds to me like they got scolded by some one for their practices
and they are now trying to appear legitimate and above board.

I randomly checked some of those IPs and non of them showed up on any
blacklist.  Right now his mail would get through to us since he would
not fail any tests.  I wonder what his concern is.  He should send the
message to AOL and Earthlink to see if he gets any response.
