Wow, this was a tricky one.
It turns out that there was a problem where the first line of a fromfile blacklist might not work properly if multiple fromfile blacklists were used.
There is an interim release v1.70i11 at http://www.declude.com/release/170i/declude.exe that fixes this issue.
