Seems  the  only  way you're going to be able to accomplish this is by
writing  your  own  tiny SendName EXE that scans the Q file and spawns
SMTP32.EXE  straight away if certain conditions are met (and otherwise
spawns DECLUDE.EXE).

If  this domain represents a large enough portion of your traffic, the
process  overhead when SENDNAME.EXE ends up handing off to DECLUDE.EXE
(vs.  going  straight to DECLUDE.EXE as in your current setup) will be
offset to your benefit. Only your traffic patterns know for sure.
