So all the settings about yes/no spamfiltering for certain mailhosts are stored in a database and we can create a whitelist file containing all to-domains that should be whitelisted.
Until now I haven't checked how to do this with declude, because I was pretty sure that it's possible. No?
It is not possible to do it that way. Whitelisting was originally designed to allow E-mail through from known sources, if it was failing spam tests. Per-user/per-domain settings were designed to control the settings for individual users/domains (and the original idea was for exactly what you describe -- to turn off spam control for individual users/domains).
So the per-domain settings will do what you want, or you can use the REDIRECT option if you prefer to make maintenance easier.
