Yes. Apparently, a small percentage of their customers complained that the Message-ID: header included information they did not want others to see. Instead of adding an option to either disable the Message-ID: header or alter the content used in it, they opted to remove it completely, with the understanding that all Outlook 2003 customers are more likely to have their E-mail tagged as spam than they otherwise would.
