Is it me or did ARIN drop of the face of the Internet today?

It might be you -- http://www.dnsstuff.com/tools/traversal.ch?domain=104.161.233.64.in-addr.arpa&type=PTR shows that all their DNS servers are responding, and in a very reasonable time. And http://www.arin.net is reachable from here with no problem.
