Ideally, I'd like to just reference to a template .junkmail file in each
of the per-domain's $default$.junkmail files. This way I could have a
set of .junkmail templates with various actions that would be updated
when new tests are added. I suppose in a per-user setup the same
template concept could apply. Is there a way to easily do this?

If you aren't using the weighting system (in which case you don't need to update the per-user/per-domain settings when new tests are added), you might want to check out the REDIRECT command (see the manual at http://www.declude.com/junkmail/manual.htm for details).
