I'm not sure but how about defining the ROUTETO action before the DELETE
action?

Or maybe instead of deleting use the HOLD action, to move all spam messages
in the /spool/spam folder. From this folder it can be deleted with a
scheduled task and the ROUTETO action will work.

For both suggestions I'm not sure if it will work. But as a more general
suggestion I will renew my request to have a HOLDTO action that allows us to
move queue files (D*.SMD and Q*.SMD) into different folders. 

This first step would already allow us to review only messages that are in a
certain final weight range (for example between 20 and 30 points)
All messages having above 30 points can be moved directly into a separate
folder.

As a second step it should be possible to write e separate "Requeue"-tool
that can requeue messages from different HOLDTO folders (or bether: the
requeue-tool, deliver they directly without waiting to the next Imail
queue-run)
This Requeue-tool could have the option to deliver to the original recipient
or as you need to a special mailbox.

Also it would be very nice if this Requeue-tool could call a second junkmail
check in the hope that for a previously "unambiguous classified message" in
the meantime are disponible updated filters, blacklists ...

So a message reaching at the first time a final weight of 22 points could be
hold in a separate folder and reviewed after a certain time (1 hour)
If it fails again the same points it would be delivered. If in the meantime
it will fail additional tests it will be definitively hold as spam.
