I believe that you must put the actions for forwarded E-mail in the Global.cfg instead of the coresponding JunkMail files. The trick here is that forwarded E-mail appears as outgoing E-mail to Declude, even though it is originally incoming. Outgoing E-mail is handled by actions in the Global.cfg.
