Chuck I recall for that for Declude to move the message to a "spam" folder for the user based on weight, You need to use the declude MAILBOX action. So something like "WEIGHT20 MAILBOX Spam", as you have below. (this may only work for Imail?) However, I think you need to, for each domain, check the box Create in the Sub mail Box section under Domain Properties. If not done, it will get dropped into the main folder regardless of what Declude does. This is not the same action as ROUTETO.
