- Changed "OK" port for HttpServerTest to be above 1024.
- Brought DeftSystemTest up-to-date, and moved handlers into new type for
clarity.
- Moved configuration empty package check into annotation scanner, as noticed
potential problem when running these tests.
More to do, but for now the test is back in place.
